Open Combine PDF: 1) Drop PDFs, JPG/PNG/SVG/HEIC photos, or DOCX files. 2) Drag handles until the list matches the page order you want. 3) Click Combine PDFs and download. Everything runs locally with pdf-lib - files never leave your device, and closing the tab discards working copies.
Input behavior
Each image becomes its own page scaled to fit; DOCX converts through a local page-image render (complex Word layout may reflow - check the output). Encrypted PDFs must be unlocked first. Sideways scans should go through Rotate PDF before merging.
Worked example
Contract (3 pages) + signature photo + appendix (2 pages): order them contract → photo → appendix for a 6-page result with the photo as page 4. Reorder and re-export freely - originals are never modified.
Limits
Form fields and digital signatures flatten to static pages; very large batches are bound by device memory (merge in chunks). To slim the merged file use Compress PDF; to extract pages afterward use Split PDF.
